What firm-level compliance really means for a payroll provider

Published 2 September 2026

Payroll compliance is usually discussed in terms of the client's payroll. Providers also carry obligations of their own.

When payroll providers talk about compliance, the conversation is normally about the payroll being processed: correct calculations, correct submissions, correct deadlines. That work matters, but it is not the whole picture.

A firm providing payroll services to clients also carries obligations as a business. These are firm-level requirements, and they are the ones a prospective client is most likely to ask about.

Typical firm-level requirements

Depending on how a firm is structured and supervised, these can include:

  • Professional indemnity insurance appropriate to the work undertaken
  • Registration with the Information Commissioner's Office where applicable
  • Anti-money laundering supervision where applicable
  • Clear records of who processes payroll data and where
  • Documented terms describing the scope of the service provided

Evidence, not assertion

The practical difficulty is rarely knowing that these requirements exist. It is keeping current evidence in one place and noticing before something lapses.

CPX Verification is built around exactly that: Client Payroll Exchange reviews evidence against defined firm-level requirements, and members are prompted when evidence needs to be refreshed. It does not certify general compliance or technical competence — it records that specified evidence has been reviewed.

CPX membership turns this into practical support.
